IT for Change's response to the TRAI consultation paper on net neutrality

IT for Change submitted comments to the Telecom Regulatory Authority of India (TRAI) on the Consultation Paper on Net Neutrality. We urge the development of "Core Principles of Net Neutrality" based on human rights, equity and social justice.

The Internet must be claimed as a level playing field that furthers equal social, political and economic opportunities for all. We respond to various issues raised in the paper such as what kinds of exceptions to a strictly equal treatment for all traffic can be considered, in public interest. We also caution against regulatory capture by inviting the very corporate actors that need to be regulated to become part of mechanisms for monitoring and/or enforcing net neutrality rules.
